Mircea Maliţa – Un român la nivel înalt

La 16 ani iubea matematica. La 36, diplomaţia, iar la 66, independenţa. Acum, la 83 de ani, Mircea Maliţa dă pe faţă cărţile diplomaţiei, acceptând să vorbească, în exclusivitate pentru Q Magazine, despre tumultul unei vieţi trăite în febra politicii externe, în zodia negocierilor.

Copilăria i s-a sfârşit într-o noapte îngrozitoare, când s-a refugiat din Oradea ascuns într-un camion. Lăsa familia în urmă. Nu împlinise 14 ani şi, ascuns sub prelata camionului, a văzut cum se refugia armata română. Era în perioada celui de-al Doilea Război Mondial. A urmat cursul a patru licee, până a ajuns student în Bucureşti, la Facultatea de Matematică şi Filosofie. Aici, spiritul iscoditor al tânărului Maliţa avea să întâlnească primele noţiuni despre politică - „mi se deschideau alte orizonturi. Din dictatura aia antonesciană vedeam o frământare politică precum cea din '45. Mă duceam să-l aud pe Gala Galaction vrând să facă un partid democrat-creştin. Am fost la socialişti, la comunişti, la liberali, la toată lumea. Şi culmea, m-am decis spre stânga". În timpul facultăţii a fost ales preşedintele studenţilor pe ţară, în 1948. Avea să fie prima funcţie sonoră din cele pe care destinul i le pregătea. Apoi, până să ajungă profesor universitar, a fost preparator, asistent şi lector. Ultima problemă dificilă de matematică a rezolvat-o demult, în perioada anilor 60-70. Rostite de el însuşi, amintirile temporale capătă o altă valenţă. I se pare că le-a trăit recent, deşi s-au întâmplat cu mult timp înainte ca mulţi dintre cei care citesc acum aceste rânduri să se fi... născut. La Mircea Maliţa, deceniile se comprimă şi, stoarse de amintiri, lasă mărturisiri care ar face obiectul nu al unui volum, ci al unei biblioteci întregi. „În 60-70 m-am apucat de modele matematice... Deja făcusem diplomaţie şi căutam acum ceva care să lege diplomaţia de matematică. Aşa am făcut modele matematice pentru relaţiile internaţionale, mai mult obligat de Grigore Moisil. Avea un congres internaţional şi m-a obligat să fac o comunicare. Atunci am făcut un model care se numea «decizia lui Mihai Viteazul de a-i ataca pe turci la 1595»". Teoria sa a fost repede îmbrăţişată la nivel internaţional şi astfel modelele matematice în diplomaţie au început să apară, din ce în ce mai complicate, în scriitura lui Mircea Maliţa.

„ONU a fost marea academie de diplomaţie!"

Q Magazine: În perioada 1956-1960 aţi fost consilier al primei misiuni a României la ONU. Ce a însemnat acea perioadă pentru dvs. şi ce a însemnat pentru România?

Mircea Maliţa: Pentru România era o noutate mult aşteptată. Fusese un loc refuzat României, căreia nu i se recunoscuse statutul de beligerant în cel de-al Doilea Război Mondial. Şi nu a fost primită printre primii la ONU. În '56 totul a fost o mare întâmplare. Eu l-am cunoscut pe Sadoveanu în '49, la Paris, când eram student. Sadoveanu era şeful delegaţiei române. Avea nevoie de cineva care să-l ajute. Un tânăr... Şi eu am fost acel tânăr. Am început fiind trimis să îi cumpăr medicamente, apoi îi aranjam întâlniri. Pentru mine era o şansă. Să mă duc la Picasso să spun că Sadoveanu vrea o întâlnire... Să fiu eu cel care mijlocea un asemenea eveniment... Astfel am ajuns să îl cunosc pe Picasso. Sau pe Tristan Tzara. Am şi asistat la conversaţia lui Sadoveanu cu Tzara. Când m-am întors în ţară am fost propus directorul Bibliotecii Academiei. Niciodată Sadoveanu nu intervenea pentru mine. Nu spunea niciun cuvânt. Dar atunci am simțit că cineva acolo i-a amintit de mine. Apoi am fost dat afară de la bibliotecă în urma unui control de dosare, verificări... M-am supărat foarte tare. Dar am rămas la matematică şi am intrat şi la Institut, că nu îmi făceam traiul cu un singur salariu. Şi la un moment dat, vine chemarea de la Sadoveanu: „Nu vrei să lucrezi cu mine la Consiliul Păcii?". Păi era mai mult decât puteam spera. Am acceptat, deci. După ce a murit Stalin şi s-a schimbat atmosfera aveam să fiu rechemat la Academie, cu scuze. Atunci am primit prima misiune diplomatică: să merg la Montevideo, la Conferinţa UNESCO. Asta era deja diplomaţie curată! Mi-am făcut bine misiunea, iar cei de la Externe au băgat de seamă. Şi, în 1956, când s-a făcut prima delegaţie la ONU, delegaţie care era condusă de Athanase Joja, un academician care ştia ce făcusem pe plan profesional, am fost luat consilier. Aveam 29 de ani. Pentru mine, ONU a fost marea academie de diplomaţie! Nu am urmat niciodată vreo şcoală diplomatică sau de relaţii internaţionale. În schimb, 5 ani de zile am absorbit prin toți porii experienţa Naţiunilor Unite. Cât despre țara noastră, din 1956 până în 1960 pentru România era valabil principiul „consultaţi prietenii"... adică să-i consultăm pe ruşi. Ce făceau ei, făceam şi noi.

Q: Care a fost momentul care a rupt ritmul în relaţiile internaţionale, momentul care v-a impus drept un negociator versat şi abil?

M.M.: Totul s-a schimbat în '62. N-am mai făcut ce zicea rusul. A fost primul act de nesupunere. La un moment dat Dej a fost cu Maurer la Moscova. Când au venit era un moment în care Hruşciov spumega împotriva americanilor. Şi atunci Maurer i-a spus lui Dej cuvintele astea: „Ghiţă, tu ai să citeşti mâine în ziare că eşti în război cu America". L-a îngheţat pe Dej. Atunci au început distanţările. Cum să facem noi să nu fim angrenaţi automat, din cauza Alianţei, într-un război pe care nu-l voiam!? Asta a fost politica de independenţă a României. Independenţă e mult spus. Totul era cu limite. Mari limite. Că eram vegheaţi. La ONU eu eram ministru adjunct pentru ONU şi relaţii multilaterale - diplomaţia conferinţelor. Şi atunci pentru prima dată am votat altfel într-o chestiune politică. Am explicat de ce ne facem de râs că facem ca ruşii. Noi suntem redute denuclearizate şi vrem una şi când o fac latino-americanii noi ne abţinem... Păi nu se poate! Dej era în tren, s-a oprit undeva pe drum ca să aibă şedinţă şi să îmi spună mie să votez „pentru". Toată lumea socialistă, la rezoluţia americană - „abstain". Şi eu zic „yes". Şi preşedintele zice „sorry, Romania, please repeat!". „Yeees". A fost de senzație... o ţară din lagăr vota altfel... Şi acesta a fost precedentul.

„N-am putut să depolitizez învăţământul!"

Q: Ministru al învăţământului în perioada februarie 1970 - octombrie 1972... Despre acest episod din cariera dvs. spuneaţi că, în primul moment când aţi devenit ministru aţi răspuns, în gând, la trei întrebări: „Ce probleme au? Cine lucrează la soluţii? Care sunt punctele de decizie în sistem?". A fost eficient să vă puneţi aceste întrebări?

M.M.: Anii mei, trei ani cât am stat la învăţământ, au fost aşa: un an jumătate am fost destul de liber şi de capul meu. Eram obişnuit cu atmosfera de la Externe unde nu se amesteca multă lume în ceea ce făceam noi. Vreau să spun... alte instituții. Când am ajuns la învăţământ, şi când am văzut câtă lume se ocupă de secţii de la partid, ideologie... M-am speriat. Dar tot ce am putut să fac bun în sensul de modernizare, am făcut atunci. Limbi străine, informatică, management modern, recalificare. Eu cred în autonomia puterilor, o autonomie precum cea de care m-am bucurat eu un an şi jumătate. După această perioadă am intrat ca vinovat pentru vătămarea ideologiei. Am intrat în zona de tir şi am ştiut că nu stau mult. Eu am încercat să depolitizez învăţământul. Poate e mult spus...că nu puteai să îi dai afară. Erau peste tot, dar am încercat să pun accentul pe profesionalism.

Q: Apoi aţi ajuns la Consiliul de Stat. Aţi avut, la un moment dat, eticheta de „consilier al lui Ceauşescu". V-o asumaţi?

M.M.: Am devenit consilier, nu al lui Ceauşescu, că aşa s-a spus... că am fost consilierul lui Ceauşescu...nu... El, normal, era preşedintele Consiliului de Stat, dar eu nu aveam biroul la partid, ci la Consiliul de Stat. Acolo, după o reuşită mare, mi s-a dat misiunea în ţările arabe... a fost un turneu formidabil. Atunci Ceauşescu a avut marele merit că mi-a spus „nu îţi dau nicio indicaţie. Te descurci. Faci ce vrei, le spui ce vrei. Mie să-mi aduci vestea să nu fie rezoluţie de boicot a islamiştilor la conferinţă". Că era pe ordinea de zi. Am reuşit şi în plus am venit cu relaţii noi, stabilite cu nişte ţări importante. Când am venit m-a făcut ministru la Consiliul de Stat. Doamna (n.r. - Elena Ceauşescu) s-a supărat pe mine şi atunci eu am ştiut că am zilele numărate. Ea era o primejdie socială! Avea totuşi un instinct de orientare foarte primitiv, îndrăzneală câtă vrei, obrăznicie peste limită... Era foarte rea. Şi când vedea că cineva nu-i poate sluji ei...

Q: Să revenim la învăţământ şi să aducem discuţia în prezent.

M.M.: Toată lumea spune că învăţământul este în criză. Criza asta cu învăţământul aproape niciodată nu a încetat. Nu neg, e foarte greu de rezolvat din cauză că lumea îşi propune să facă reforme. Nu există o anumită reformă a învăţământului. Există o reformă continuă. Toată lumea vrea să o bată în cuie, în legi, în socoteli. Au nenorocit învăţământul! Nu îi dau putere de mişcare, nu îi lasă putere de adaptare, nu îi dau permisiunea să facă experimente, nu-l lasă să gândească, să decidă! Strâng reforma într-o lege şi după aceea se minunează că e paralitică. Noi l-am avut pe Spiru Haret. Puţine ţări au avut un Haret. A făcut o minune, o bijuterie de învăţământ! Reforma era riguros făcută. Semna regele diploma de profesor în România! Era ordine! Şi autoritate! Nici nu pot să vorbesc de aşa ceva acum! Eu nu pot să vorbesc de un minister care e flancat de vreo cinci sau şase agenţii cu titluri nepronunţabile, misterioase, care sunt căpuşele ministerului. Ministerul e minister şi astea fac treaba pe chestiunea calităţii... Toate au fost furate de la minister. Toate le făcea ministerul înainte. Ce este risipa asta? Idioţenia asta? Generaţia asta de „inovatori" de acum spune toate prostiile culese din Occident. Toate sunt acolo! Acum este un învăţământ de imagine, fără substanţă, se înghite această gogoriţă a Uniunii Europene care are câteva fixuri: control, îndrumare, apreciere, valorificare... au terminologii extraordinare. Numai ce nu au?! Substanţă! O grămadă de cursuri se ţin şi le intră tinerilor pe o ureche şi ies pe cealaltă. Nu există laboratoare, nu există experimente, nu există îndrumare profesională. Pentru că nu se regăsesc în vocabularul la modă din nu ştiu care ţară pe care o maimuţărim. Doamne fereşte! Ar trebui să vină un om capabil, un om care să-i spună unui neavenit „du-te, plimbă-te!". Sunt revoltat de toată această deteriorare intervenită din corupţie. Ăştia au salarii crase. Şi cum să le aibă dacă nu se inventează roluri?!... Nu au nicio legătură cu învăţământul. Sunt nişte personaje puse acolo să se joace de-a educaţia. Să mimeze educaţia. Mă înţelegeţi că nu există educaţie?!

„În Elveţia am trăit în high-society-ul vremii"

Q: Lăsăm portofoliul de ministru şi alunecăm spre cariera de diplomat. Ajungem în anul 1980, la Berna. Aveaţi un post râvnit, mai ales în perioada aceea. Ce semnale aveaţi atunci de la cei care vizau acelaşi fotoliu? Plecaţi, totuşi, dintr-o Românie gri, spre o Elveție proverbială pentru corectitudine, dezvoltare... V-aţi gândit vreun moment să rămâneţi acolo definitiv?

M.M.: Nu ştiu dacă era de invidiat. Nu cred. Berna era capitala unei ţări mici. După ce am fost ministru, funcţia asta nu mă mai încânta grozav. Dar mi-am făcut-o foarte onorabil. În scurt timp aveam să fiu numit ambasador şi la Geneva. Şi la Dezarmare. Nu am vrut nicio clipă să rămân în Elveţia. Aşa am fost bănuit de o mie de ori şi că vreau să rămân în America... Pentru o carieră acolo. Nici prin cap nu mi-a trecut vreodată să plec de acasă. N-am putut... Iar în Elveţia am trăit în high-society-ul vremii. La Zürich, de pildă, mă conducea fiica lui Thomas Mann la casa nr. 10 în care a copilărit!... Eram în societatea lor!

Q: Şi un eşec la Berna?

M.M.: Am aranjat cu Nestlé să facă o fabrică de lapte praf în România. Au venit la Bucureşti şi erau gata să bată palma. În timp, fabrica s-ar fi lărgit şi pentru supe. Până la urmă au luat-o ungurii. Au câştigat câteva generaţii de pe urma ei. De ce credeţi că nu s-a făcut la noi?! Statul român nu putea să spună numărul vacilor din regiune prinse în acest program, fiind secret de stat. Iar „doamna" (n.r. - Elena Ceauşescu) a spus: „noi, care suntem maeştri în chimie, să învăţăm cum se fac supele de la elveţieni... n-avem nevoie de ei". Şi au mai existat propuneri din acestea, pe care le înghiţeam pe toate cu amărăciune. Începuse căderea liberă pentru România.

Q: Apoi ajungem... pe un alt continent! Deveneaţi ambasador în SUA. Care dintre concluziile la care ați ajuns la finalul mandatului de la Berna au fost valabile şi peste Ocean?

M.M.: Elveţia şi America. Sunt două ţări dezvoltate! Amândouă sunt vârfuri. Amândouă sunt finanţe. Amândouă se gândesc la bani şi la câştig. Nimic mai diferit totuşi într-o negociere decât cele ale acestor ţări! America - câştig imediat şi risc mare. Elveţia - câştig de durată şi prudenţă. Nu puteam să spun că o mentalitate anume se potrivea şi dincolo. Ca român, venind dintr-o ţară mică, mai degrabă iubeam prudenţa elveţiană.

Q: V-aţi temut vreodată pentru siguranţa dvs. şi a familiei dvs.?

M.M.: Cineva din familie m-a sfătuit. Mi-a spus: ia-ți cu tine un om şi măsoară radioactivitatea. Îţi pun chestii radioactive să te omoare. Asta mi-a spus cineva din familie când am plecat prima dată ca ambasador.

Q: În 1984 aţi fost rechemat în ţară şi îndepărtat din toate funcţiile publice. Ce s-a întâmplat exact?

M.M.: Era un moment de vârf în relaţiile cu Reagan. Mai bine nu se putea. Aveam cea mai mare cifră de comerţ din istorie pe America, un miliard de dolari. Din care 75 % era exportul nostru şi un sfert era importul nostru. Am muncit enorm în sfera economică. Câştigasem în sfârşit şi al treilea vot pentru Clauza naţiunii celei mai favorizate. „Doamna" Ceauşescu s-a mâniat pe mine fără replică din pricina contextului politic. Eu arătam şi calculam cât pierdeam din cauza greşelilor politice însă ea a zis... „nu vezi că face jocul americanilor, nu vezi că este omul lor!?". A mobilizat toate forurile care scriau acasă şi dădeau rapoarte despre mine. Am venit brusc acasă. Nu mai aveam dreptul să intru în Casa Titulescu pe care eu am înfiinţat-o. Nici tu paşaport, interdicţie cu străinii, fetele făcute zob... a anulat doctoratul uneia...groaznic a fost! Ea făcea totul. Nu puteai nici ajunge la Ceauşescu. Era perioada în care ea nu dădea voie să i se dea telegramele care veneau pentru el. Degradarea era în culme.

Q: Sunteţi membru al Clubului de la Roma, despre care se spune că stă în spatele Noii Ordini Mondiale. Cât de puternic sunteţi încă, în plan politic, domnule Maliţa?

M.M.: Eu?! Unde?! Nicăieri! Nimic. Absolut nimic. Nu aparţin niciunui partid. După '89 am refuzat să mai spun cuvântul „partid". Mă săturasem. Eram fericit că s-a terminat. Pentru mine partidul era un concept îngrozitor, asupritor.

Q: Ce ar fi de spus despre preşedintele Băsescu?

M.M.: Nimic. Nicio vorbă.

Q: Să înţeleg că nu îmi spuneţi nimic nici despre cineva din actualul Executiv?

M.M.: Nu. Nu-i înţeleg prea bine...

Q: Dacă ar fi ca oamenii cu putere de decizie în această ţară să va ceară ajutorul în planul politic, l-aţi acorda?

M.M.: Nu ştiu! Întâi că nu cred că ar veni şi că vor veni. Nu cred! Pentru că au avut atâta timp să o facă şi nimeni nu mi-a cerut nimic. Nimeni din ultima perioadă nu mi-a cerut, în politica externă a României, o părere în materie de politică. Nimeni nu mi-a cerut o părere în materie de educaţie. Mi-au cerut, în schimb, cei de la Clubul de la Roma, unde am şi dat două rapoarte.

Q: Empatizaţi cu Călin Georgescu. Sunteți co-autorul volumului „România după criză - reprofesionalizarea". Se spune, prin culisele politicii, că ar fi următorul prim-ministru al României. Aşa să fie?

M.M.: Nu ştiu... Cu Călin Georgescu am putut colabora într-un moment greu pentru Fundaţie... în rest... nu mă pronunţ.

Q: Previziunile dvs. pentru următorii 20 de ani ar fi...

M.M.: ... o nouă generaţie, măturarea agoniei ăsteia căreia i se spune tranziţie, sleirea şi dispariţia incompetenţei politice. Începuturi! Seriozitate, răspundere...

Q: Lăsăm diplomatul, omul politic şi vă invit să-mi povestiţi despre familie!...

M.M.: Am avut trei fete care au fost cu mine tot timpul. Personalităţi destul de independente. Două dintre ele matematiciene. Cea mijlocie era artistă. Tragedia vieţii mele a fost că ea a murit. A murit la New York, de cancer, acum doi ani. Cartea pe care am scris-o acum am dedicat-o memoriei ei. Cea mare şi cea mică vin deseori în ţară. Am trei nepoţi. Două fete şi un băiat. Fata mijlocie nu a avut copii. Ah, a fost teribil!

Q: Şi doamna care vă stă alături?

M.M.: Soţia mea s-a ocupat de fete. Ea a fost profesoară de limbi străine, are doctorat în filologie... Vai, nu am crezut că o să trecem peste tragedia de acum doi ani... Casa mea... e o casă... cu doi bătrâni. Eu spun mereu că suntem antebelici. Şi soţia îmi spune „cum dragă?! Postbelici!". Nu... antebelici. Adică „Ante Bellu". Păi la 83 de ani...

Q: Mulţi înainte!

M.M.: Ei, ar fi bine să fie mai mulţi înainte, fie numai şi ca să-mi pot lichida din restanţe. Că mai am! Acum abia am terminat o carte, mai scriu una...

Mircea Maliţa, despre decorul politicii externe

Am mare încredere în adaptarea formidabilă a românilor. E teribilă! E foarte mare! Ce ne trece pe sub geam...trece un tanc şi scrie NATO pe el. Hai şi noi! Trece o căruţă frumoasă pe care scrie UE. Ia-ne şi pe noi! Un autobuz. E America. Şi noi! Când o să înceapă să treacă nişte monştri noi ai situaţiei internaţionale şi când o să se vadă că o să treacă şi prejudecăţile cu ruşii şi cu chinezii... Se schimbă accentele şi se schimbă de la elegant, case de modă şi high-society... se schimbă la ăştia mai lower society... adică middle society. Uppermiddle class. Au mânecile încă suflecate şi au trudit ca să ajungă acolo în societăţile emergente. Ăştia săracii sunt îmbătrâniţi rău de tot - uite francezii, bătrânicioşi! Ineficienţi! Palavragii! Mitologici! Viguroşi sunt nemţii, că au suferit mai mult şi merg mai bine, englezii sunt destul de roşi, americanii sunt în cumpănă mare... Dar Obama e bun. Foarte bun! Dacă îl distrug, atunci intrăm iarăşi în fază proastă pe plan mondial. Dacă îl lăsăm să facă ce a vrut să facă în cei patru ani şi nu a putut fiind boicotat... Că el aşteaptă... Aşteaptă al doilea mandat, când nu îi va mai păsa de nimeni. Atunci va face el ce trebuie. Acum a amânat tot. Până atunci face numai concesii, râde, face, drege şi nu-l interesează decât să câştige în 2012. Noi numai după 2012 vom şti care e tonusul vieţii internaţionale. Până atunci nu ştim nimic. Până la alegerile din SUA. Până atunci o scăldăm. Şi o scăldăm că aşteptăm americanii. Nu ştiu de unde dracu' l-au găsit, ce mixtură e Obama, că n-am văzut politician asemănător. E un strateg nemaipomenit! Consilierul i-a zis: „Domnule preşedinte... vreţi să fiţi un senator bun sau vreţi să ajungeţi mai departe?!". Obama a vrut mai mult. „Atunci să fiţi un senator prost. Mediocru, şters, nu vă faceţi prieteni dar nici duşmani, mergeţi aşa printre ei, de acord cu toată lumea. Nu aveţi multe iniţiative, nu vă legaţi numele de diferite chestiuni discutabile". Acum i-a zis iar „Vreţi şi al doilea mandat?".Obama vrea mai mult. „Atunci nu aveţi de făcut decât compromisuri mari. Întârzieri, ezitări, bâlbâieli. Numai asta faceţi până la alegeri. Dacă luaţi al doilea mandat... aţi realizat scopul. Dacă îl pierdeţi... aţi pierdut totul!".

When he was 16, he was in love with math. At age 36, he was in love with the diplomacy. Thirty years later, at age 66, he was in love with his independence. Now that he's 83 years young, Mircea Maliţa, agreed to discuss, exclusively for Q Magazine, the excitement of a life in the frenzy of the external politics, under the sign of negotiations. So he has agreed to reveal some of the secrets of diplomacy to us.

His childhood ended abruptly one terrible night during World War II, when he left Oradea, hidden in a truck and leaving his entire family behind. He hadn't yet turned 14,and, hidden under the tarpaulin of the truck, was able to see how the Romanian army was withdrawing. He changed high schools four times before finally being accepted as a student at the Math and Philosophy College in Bucharest. This is where the inquisitive spirit of the young man first came across the concepts of politics. "I was starting a new life. There was a general uproar similar to the one in the 1945, during General Antonescu's dictatorship. I was listening to Gala Galaction talking about creating a Christian democratic party. I witnessed the speeches of the socialists, the communists, the liberals, all of them. And guess what? I decided to join the left wing." In 1948, he was elected student body president. This was his first notable position that destiny had in store for him. Then, before becoming a university professor, he used to be a tutor, an assistant and a lecturer. He solved his last difficult math problem, long time ago, in the 60s-70s. His memories have a different flavor when narrated by him. To him, it's like it happened yesterday, even though it happened long ago, before most of our readers were born. His stories would fill books, maybe an entire library. "In the 60s-70s I started playing with mathematical models. I already had some experience in diplomacy and I was looking for something to link diplomacy and math. This is how I ended up creating models for international relations, more or less forced by Grigore Moisil. He gave me as a task to write a paper for one of his international congresses. This is when I created a model called "Michael the Brave's decision to attack the Turks in 1595". His theory was embraced at an international level so Mircea Malita started to create more and more complex models.



„UN was the greatest diplomacy academy!"

Q Magazine: you've been a counselor for the first Romanian mission at UN during 1956-1960. What did that time mean for you and Romania?

Mircea Maliţa: It was something new for Romania and at the same time it was something that Romania wanted for a long time. Since Romania's participation in World War II was not recognized, this was a position which was declined to Romania for so long. Therefore Romania was not accepted among the first members in UN. It was only by chance that it happened in '56. I met Mr. Sadoveanu in '49 in Paris when I was just a student. He was the head of the Romanian mission. He needed someone to help him a bit. A young man...And I happened to be that young man. I started by buying his prescription drugs but then I was also taking care of setting his appointments. For me this was an opportunity. Going to Picasso to set up an appointment for Sadoveanu, to me it was really something. This is how I got to meet Picasso or Tristan Tzara. I was even a witness to the conversation between Sadoveanu and Tzara. When I returned to Romania I was nominated to work as the Director of the Library of the Academy. But at no point in time did Sadoveanu put in a good word for me. He never said anything. But there I felt like someone reminded him of me. Then I was fired following a check of the files. I was so upset. So I returned to my math and later got accepted at the Institute because I wasn't able to live on one salary only. And out of nowhere Sadoveanu asked me: "Would you like to work with me for the Peace Council?". It was more than I had ever dreamt of. So I said yes. Then, after Stalin passed away and things changed, I was called back to the Academy, with apologies. This is when I received my first diplomatic mission: I participated at the UNESCO conference in Montevideo. This was pure diplomacy! I carried out my mission well and my actions didn't go unnoticed by the people at Foreign Affairs. Then, in 1956, I became a counselor for the first mission to UN, led by Athanase Joja, an academician who was well aware of my experience. I was 29. To me, the UN was the greatest diplomacy academy! I never graduated from a diplomatic or public relations school. However, for 5 years I had been accumulating UN experience. As for our country, between 1956 and 1960, it followed the principle "ask your friends"...meaning ask the Russians. We did whatever they did.

Q: What was the breaking point in the rhythm international relations? When did you start being seen as an experienced and sharp negotiator?

M.M.: Everything changed in '62. I stopped taking orders from the Russians. It was my first act of rebellion. At some point Dej and Maurer went to Moscow. The visit took place when Khrushchev was furious with the Americans. And then Maurer told Dej: "Ghiţă, tomorrow you will read that you're involved in a war against the Americans". Dej froze instantly. This is when we started to distance ourselves. What were we supposed to do to avoid a war that we never wanted? This was the independence policy of Romania. Maybe independence is too much to ask for. Everything had limits. We were being watched. I was working as an assistant minister for the UN and multilateral relations - the diplomacy of the conferences. And for the first time I voted differently over a political matter. I explained why we make such fools of ourselves by following the Russians. We are a nuclear free country and when the Latin-Americans make one, we were supposed to abstain? No way. Dej was on the train and he stopped somewhere on his way to hold a meeting and tell me to vote "for". All the socialists said "abstain" to the American resolution. And I said "yes". And the president said „sorry, Romania, please repeat!". „Yes". It was sensational...a country from the Bloc voted differently...And that was the precedent.





„I was unable to depoliticize the education system!"

Q: You were the Minister of Education during February 1970 - October 1972... You were saying that when you were named in this position you answered three questions for yourself "What are their problems? Who's working on the solutions? What decisions do we need to make?". Did it help answering these questions?

M.M.: my time there was split as follows: for a year and a half I did whatever I wanted. I was so used to the working style of Foreign Affairs where we did whatever we wanted and nobody would question it. I mean no other institutions would bother us. When I started this job and I saw how many people deal with the political party divisions, ideology...I got scared. But I did everything in my power to rejuvenate the system: foreign languages, informatics, modern management, etc. I believe in the autonomy of powers, the type of autonomy that I enjoyed for a year and a half. After that I was accused of damaging the ideology. I knew that my days were numbered. I tried to depoliticize the educational system. Maybe not entirely, since it was impossible to fire everybody. They were everywhere but I tried to focus the attention on professionalism.

Q: then you started to work for the State Council. You were labeled as the "Ceauşescu counselorʺ at some point. How do you feel about it?

M.M.: I became a counselor but not for Ceauşescu. He was indeed the president of the State council but my office was not at the party. My office was at the State council. Later on, after an accomplishment, I received a mission in the Arab countries. It was an amazing tour. I only had to thank Ceauşescu for one thing. He came to me and told me "I won't give you any instructions. You'll have to fend for yourself. You do whatever you want, you tell them whatever you want. I just don't want to hear about some boycott of the Islamic representatives at the conference". That was part of the agenda. I managed and on top of it I established new relationship with important countries. When I came back to Romania, I became a minister at the State Council. First lady, Elena Ceauşescu, got upset with me and I knew my days were numbered. She was a social danger. She had a sense of orientation very primitive, a lot of guts and she was very impertinent. She was a very mean woman. And when someone would not obey her...

Q: Let's go back to the education for a bit and bring the discussion to the present.

M.M.:Everybody talks about the situation of the educational system. The educational system has always been in a critical situation. It's hard to get out of it. Especially when everyone comes and suggests all kinds of reforms. There's a ceaseless reform and everyone wants to have it approved and cement it through the law. They completely destroyed the educational system. There's no flexibility, no adaptability, no experiments, no thinking out of the box, no decisions! They cement the reform through a bill and then they wonder why it's paralyzed. We had Spiru Haret. Very few countries had someone like Haret. He miraculously changed the educational system for the better. The reform was well done. The king himself was signing the teacher's diploma in Romania at that time. There was discipline. There was authority. Such things don't exist these days. I can't talk about some ministry which is supported by five or six agencies with unpronounceable names, mysterious parasitic agencies attached to the ministry. Everything was stolen. The ministry was doing everything before. What is this waste? This is stupid. This "innovative" generation is copying all the stupid things from the west. They all come from there. Now the educational system focuses on image, no substance. We‘re supposed to accept the European Union's ideas on control, direction, appreciation, values. They have really amazing choice of words. What they don't have is substance. There are so many classes where kids learn something but they forget the second they're out of school. There are no labs, no experiments, no professional counseling. These concepts no longer exist in the modern vocabulary of some country that we're trying to imitate. God forbid! We need an experienced man, a man capable of getting rid of the incompetent ones. I'm outraged by this decline caused by the corruption. Their salaries are shameless. They have nothing to do with the educational system. They only play with the educational system. They pretend to work for the educational system. Do you see what I mean? There's no educational system.



„I have been part of the high-society in Switzerland"

Q: Let's leave aside the minister position and talk a little bit about your career as a diplomat. You were in Bern in 1980. Your position was very coveted at the time. Did the people that were aspiring to the role make problems for you? You were leaving behind a grey Romania for Switzerland , a country well known for its characteristics like honesty, open for development...Have you ever thought about staying there for good?

M.M.: I'm not sure if it was really something to be envied for. I don't think so. Bern was the capital of a very small country. After being a minister, this position was not so fascinating to me. But I honored it. Shortly after, I became an ambassador at Geneva. Then I started to work at the Disarmament. I never wanted to settle down in Switzerland. I know people suspected that I wanted to settle down in US as well, for my career. I never even dreamt of leaving my country. I just couldn't. And please note that in Switzerland I was part of the high-society of that time. For instance, in Zürich, Thomas Mann's daughter was inviting me over to their house where she spent her childhood. I was one of them.

Q: You also had a failure in Bern. Tell us about that.

M.M.: we had a deal with Nestlé to build a powdered milk factory in Romania. They came to Bucharest and they were ready to seal the deal. In time the factory would've been extended to produce soups too. It ended up being sealed with the Hungarians. A few generations gained out of this deal. Why do you think we lost the deal? Romania wasn't able to reveal the number of cows that were supposed to be part of this program because it was top secret. Besides, the "first lady" (e.n. - Elena Ceauşescu) said: "we don't need the Swiss to teach us how to make soup... we are masters in chemistry". And there were some other opportunities that we missed because of this kind of attitude. This is when our country's downfall started.

Q: let's go on a different continent now! You were an ambassador to the US. Did your experience in Bern help you across the ocean?

M.M.: Switzerland and US are two developed countries. They are both top countries. They both think about money and profit. However the negotiation style is completely different. While the US was aiming for large profits in the short term with big risks, Switzerland was aiming for large profits in the long term with lots of caution. We definitely talk about two very different mentalities. As a Romanian, coming from a small country, I have to admit that I preferred the Swiss's caution.

Q: Have you ever been afraid for your family's safety?

M.M.: Someone in my family once gave me a piece of advice. Have someone with you who's good at measuring the radioactivity. They can slip in radioactive things to kill you. This is something that someone in my family told me before I left for the first time as an ambassador.

Q: In 1984 you were recalled and release from all public functions. What happened?

M.M.: We had a really good relationship with the US President Reagan. It couldn't be better. We had the biggest trade number in our history with the US, a billion dollars. 75% was made of exports and the remainder was our imports. I worked a lot in the economic zone. We were even granted for the third time the Most Favored Nation clause. "Mrs." Ceauşescu got upset with me because of the political context. I had the courage to show and to calculate how much we were losing because of the political mistakes and she said: "Can't you see he's the Americans' man? He's playing their game." She set into motion an entire team who were writing and reporting about me. I immediately came home. I was denied the right to get in the Titulescu House which I started. No passport, no right to be in touch with the people outside the country. My daughters were devastated... They cancelled the doctor's degree of one of them. It was terrible. She was doing everything. You couldn't even talk to Ceauşescu. She was filtering all the telegrams addressed to him. It was really bad.

Q: You are a member of the Club of Rome, which is allegedly behind the New World Order. How powerful are you still on the political scene Mr. Maliţa?

M.M.: Me?! Where?! Nowhere! Nothing. Absolutely nothing. I'm not part of any political party. After '89 I refused to pronounce the word "party". I had it with it. I was happy it was all over. To me this concept was terrible and oppressive.

Q: What would you have to say about president Băsescu?

M.M.: Nothing. No comment.

Q: What about someone else in our current Administration?

M.M.: No. I don't get them very well ...

Q: If some of the decision makers in our country would come to ask for your advice, would you give it to them?

M.M.: I don't know. First of all, I don't believe they would. I don't think so. They had so much time to do it and they never did. No one asked for my advice pertaining to the external affairs or the educational system. On the other hand, representatives from the Club of Rome did and I even submitted two reports.

Q: You empathize with Călin Georgescu. You are the co-author of the book "Romania after the crisis - reprofessionalizing". They say, behind the scenes, that he would be the next prime minister of Romania. What do you think about that?

M.M.: I don't know... I collaborated with Călin Georgescu during very difficult times for the Foundation. Other than that...no comment.

Q: What would be your forecast for the next 20 years?

M.M.: ... there's a new generation coming. The agony of this so-called transition will be over. The incompetence in the politics will be weaker and eventually will go away. New beginnings! Professionalism, responsibility...

Q: Let's leave aside the diplomat and the politician and talk a little bit about your family...

M.M.: my three daughters followed me everywhere I went. They have pretty strong and independent personalities. Two of them are mathematicians. My second daughter was an artist. It was the tragedy of my life. She died of cancer two years ago in New York. The book I just finished writing is dedicated to her. My youngest and my oldest come often to visit me here in Romania. I have three grandchildren: two granddaughters and a grandson. My second daughter didn't have any kids. Ah, it was terrible!

Q: And your life partner?

M.M.: my wife took care of the girls. She used to be a foreign languages teacher. She's got a doctor's degree in philology. We thought we would never be over the tragedy that hit us two years ago. My home is a home with two old people. I always tell her that we are ante-bellum. And my wife replies: "my dear we are post-bellum". No..antebellum meaning "ante Bellu". What can I say when I am 83...

Q: I wish you many more years to come!

M.M.: I wish, so I could pay my debts because I have a few left. I just finished writing a book and I started another one...

Mircea Maliţa, about the landscape of the international political scene

I have faith in the Romanians'' great capacity to adapt. It's really amazing. There's an OTAN tank passing under our window. Here we go! There an EU beautiful carriage. Here we go too! An American bus. Here we go there too! We're going to watch some new monsters born out of the international situation. We're going get over our preconceptions pertaining to the Russians and the Chinese. The emphasis will no longer be on elegant, fashion labels and high-society. It will change to a lower society meaning a middle society. Upper-middle class. They're still making efforts after working hard to get to the emerging societies. Look at the French. They're pretty overrated, inefficient, babbling, mythologists. The Germans are the vigorous ones because they suffered more and they work well. The British are pretty worn-out. The Americans are in big trouble. But Obama is good. Very good! If they destroy him then we are going to get in trouble again at an international level. If they let him do whatever he wanted to do and let him get a second mandate to finish his work, then he will do whatever needs to be done. He's waiting for his second mandate when he's not going to care about what everyone says so he can do whatever he wants. Until then he's making compromises, he smiles and all he wants is to win in 2012. We will finally find out the tone of the international situation in 2012. We don't know anything before the US elections, so we kind of wait for the Americans. I have no idea where they found Obama but I haven't seen anything like him. He's an amazing strategy expert. Allegedly his counselor asked him: "Mr. president...would you like to be a good senator or more?!" Obama wanted more. "Then you need to be a mediocre senator. Don't make any friends or enemies, just go with the flow. Don't have too many initiatives; don't let your name get connected to debatable matters". The he asked him again "Would you like a second mandate?" Obama wants more. "Then you need to make big compromises, delays, hesitations, impediments. That's what you need to do until the elections. If you get a second mandate, then you achieved your goal. If you lose....you lost everything!"

Nu vi se pare interesant ca cei sus-pusi dinainte isi trimeteau copiii catre stinte si matematica, spre deosebire de cei de azi? Fie stiau cei dinainte ceva, ca treaba n-o sa le tina sau ca matematica e inainte de toate, fie cei de azi cred ca o sa le mearga si copiilor lor la fel ca si lor sau matematica n-a contat si nu conteaza...
